Juliana Haras

Senior Policy Advisor, ADM (Pol)

Originally from Western Canada and a graduate of Queen’s, Juliana spent most of her career in the Global Affairs portfolio before joining DND during the pandemic. Her international experience has been shaped by study, work, and service learning in Asia, Europe, and Latin America, as well as a fair bit of travel. Juliana’s work over the years has focused on assessing the strategic interests, intent, and behaviour of hostile states – above and below the threshold for armed conflict, across theatres, domains, and instruments of national power; providing advice on reinforcing deterrence; and convening stakeholders for strategic dialogue. Most recently, she served as the Senior Advisor to the Assistant Deputy Minister (Policy) at DND. Beyond office walls, she is passionate about all things elections, civic literacy, and the performing arts.  

Not having grown up in the defence community, Juliana is always looking to deepen her understanding of the profession of arms, warfighting concepts, military operations, and the cultures that bind. Being part of this year’s Joint Command and Staff Programme affords her the opportunity to pull those insights together into a framework and, with the help of her military peers, explore the tactical- and operational-level realities that shape the human experience of service.
