LCol (ret’d) Rachel Grimes

Liason Officer, ACT NATO

Rachel is currently the liaison officer between NATO’s US based Headquarters and International and non-governmental organisations. She also leads on policy implementation relating to the protection of civilians and wider human security areas. Previously Rachel was a Lieutenant Colonel in the British Army, she drafted the UK Joint Service Publication 1325 –“Human Security in Military Operations” and developed a course focused on military integration of UN Security Council Resolutions relating to Women, Peace and Security, Children and Armed Conflict, Human Trafficking and Protection of Civilians.

Between 2015 – 2018 Rachel was seconded to the UN Office of Military Affairs, as the Military Gender and Child Protection Adviser. Rachel spent 2014 in the Democratic Republic of Congo, initially employed as the MONUSCO Intelligence Analyst but then become the Military Child Protection and Gender Adviser. Prior to working with the UN Rachel had deployed to Afghanistan and Iraq. In the 90’s Rachel served in Northern Ireland, experiencing counterinsurgency from a Platoon Commander’s perspective. She developed media operations skills in Bosnia and Iraq.
